ATREAD-2: Implement File Structure^

Description^

Develop a file structure to use in operations. This structure collects file path information that may be useful in downstream operations.

Include functions to initialize and deinitialize the structure.

Include private functions to process file paths to generate a relative path, absolute path, filename, basename, extension string, parent directory.

Include a public function to resolve ../, $HOME, and ~/ paths.
