ATREAD-3: Collect Stats^

Description^

Develop functions to perform stat operations on a file structure. The goal is to verify the file’s existence, add the mtime, file size, and any other relevant information to the struct to save it for later.

Add a set of public functions that take a file structure and an mtime and indicate whether the mtime occurs before, after, or at the same time as the one set on the file structure.
