ATTREE-1: Repository Setup^

Description^

Set up the atTree repository. The accomplish this:

• README.md, CHANGELOG.md, and LICENSE

• Set up the build process to generate attree binary and libraries.

• Set up the build process to generate the .tar.gz

• Set up macros and functions to handle library name, program name, and version.

• Set up main process to print the version information.

• Set up the unit tests for the initial functions

• Set up the implementation tests to run attree, attree version

• Set up memory tests
