ATLOG-2: Process Management^

Description^

The logger should provide functions to initialize a system and to close it out. That is, atlog_init and atlog_close functions that may only report the start of the process and call the exit function.

These functions future proofs our tools. They normalize the operation that starts and stops a tool and they also future proof the design. There is a not impossible situation in the future where we need to perform close out operations on a logging file before the tool exits. These functions make space for such operations.
