ATDOC-1: Initialize Repository^

Description^
Initialize the atDoc repository. This involves setting up CMake, the
public include file, the private implementation file, and main.c. We
should begin with an initial set of functions to surface the library
name, program name, and version. We should also set up the log.h
file to handle logging messages.
The project depends on atLog, atRead, and atTree. All of which can be include in the build as shared libraries.
Additionally, set up the test infrastructure to cover these functions and configure the main function to return version information when asked.
