Description^
The manifest is a collection of atdoc_file_t structures, which contain
two atread_file_t structures. One of which points to a source or
include file, the other which points to an .adoc cache file in a
separate directory.
We then want a directory structure that maps from atdoc_file_t to an
at_document_t pointer.
The function should iterate through an atRead file manifest. The
function that adds an atdoc_file_t to the manifest should return -1
in error case, 0 if it can load the at_document_t from cache, and 1
if it must read from file. We also want a function to load from cache,
but not one to load from file, as that requires a downstream user to
initialize.
